payment error if name greater than 150 characters #480

Issue #: /bcgov/entity#9501

Description of changes:

Client receives payment error if Requested Name is greater than 150 characters. Inserted validation error so will not allow you to proceed on "Check Name" Submit button if the name exceeds 150 characters.
