Convert configmap and keycloak json to .env and CD to firebase #591

Issue #: 15497

Description of changes:

  1. Removed configuration.json and keycloak.json;
  2. Using .env to store environment variables;
  3. Update get config function;
  4. Added new CD flow to deploy app to firebase;
  5. Removed PaySystemAlert module;
