16977 update action/entityType options in edit existing NR #625

Issue #: bcgov/entity#16977

Description of changes: In edit existing NR first page:

  1. Update action and entityTypes options
  2. add variable and enum type for conversion type

We (Severin, Mihai, Dave, business) may leave "edit NR" out of our feature work for now. (To be updated later.) If so then this PR can proceed. We're meeting later today to discuss, and then I'll post an update here.
