17630 Clear name state on request action change #680

Description of changes:

Clear name state when the request action changes
Clear form state when the displayed component changes
Update error message when expro name field is left empty

Scope changed slightly on this so re-requesting reviews. I'll keep the base branch of this PR at the feature branch for now to help with reviews while I work on rebasing it to main and resolving merge conflicts.
