Issue #: bcgov/entity#18115

Description of changes:

added isAuthenticated as state property
set isAuthenticated when Keycloak roles are loaded (call by App.vue and Signin.vue)
added setIsAuthenticated action
updated isAuthenticated getter
added mutateIsAuthenticated mutation
initialized isAuthenticated state
