fix: CE-611 - Order of Equipment Outcomes #52

Description

When updating equipment, the order of equipment outcomes now remains the same.

Fixes CE-611

How Has This Been Tested?

[x] Create an equipment outcome (item 1)
[x] Create a second equipment outcome (item 2)
[x] The list of equipment outcome should be item 1 followed by item 2
[x] Update item 1, the order should remain the same
[x] Update item 2, the order should remain the same
