Change logic on status handling for complaints from WebEOC.

Create a variety of complaints with various statuses to confirm the transfer logic is correct. CEEB complaints

• Create with closed status (confirm in NatCom it is create as open).
• Create with open then immediately change it to closed. (Confirm it is open in NatCom)
• Edit an existing complaint in WebEOC and change it's status to closed (confirm it stays open in NatCom)

HWCR

• Create with open status, confirm Natcom show as open.

• Create with open then quickly change to closed, confirm Natcom has it as closed.

• Create with closed, confirm NatCom has it as closed.
