Discuss and Decide which postgres flavor to use (patroni or crunchy)

Need to decide on the postgres flavor to use for Database.

Acceptance Criteria -finalizing on which one to use and then creating deployment templates for the main pipeline and PR pipeline.

SME/User Contact (may want to use a persona to fill this in)

Additional context The PR pipeline could be a simpler one and does not need to be HA. or keep the HA version for TEST and PROD only that needs to be discussed.

• Crunchy has monitoring, proxying, connection pooling, etc. Automated backups. PostGIS support!
• Crunchy con: takes a lot of resources. Only use in prod/main/etc?
• Can use patroni or HA for dev / PR pipeline.

Refinement Discussion: Will investigate more. Team can use plain postgres/patroni for simple dev stuff for now, and have a more HA test/prod/etc.

Review when need backups, eg instead of backup-container.
