Describe the task Get appropriate version of Keycloak running in OpenShift

Acceptance Criteria

[x] Keycloak is running in dev
[ ] Keycloak is running in test
[ ] Keycloak is running in prod
[ ] Keycloak setup is documented and any relevant files stored in either openshift/templates/keycloak/ or keycloak/ (at a minimum, should include a README.md with steps to reproduce in each environment).
