Add satellite image tiles that can be toggled on as map layer

We got this as a request during usability testing and @harryaolson did some mock-ups of how this might exist on the map:

I think the question is: what would be the source of the satellite image data? And would there be a cost associated to proceed?

I believe, there would be a cost involved in this one, still exploring, best bet is to use Esri satellite layers.

This requires more technical review, some possibility of pure open source implementation, before a recommendation can be made whether a subscription is required. Enough information for now to help with scoping conversation.
