Describe the task Users would like to search by FOM# in addition to the existing options of search by FSPID and FOM Name

Acceptance Criteria

[x] search field added to admin UI
[x] search field added to API
[x] test for both existing and non-existing FOM id's
[x] change displayed all instances of 'FOM ID' to 'FOM Number'

Additional context

- same functionality for public UI is under #572

Thanks @basilv and @MCatherine1994 for the PR review. This is pretty strange, the FOM Number search filtering works for me locally but TEST environment does not work at all. I created new bug issue: #663 to continue on this bug.

Hi Pete @gormless87 , I will need to pull #663 into this sprint to fix first. Sorry and thanks!!
