chore(ci): block Renovate automerge #580

To prevent accidentally letting Renovate automerge PRs here's a rule change.

Any successful deployments (not always required) will be available below.

Once merged, code will be promoted and handed off to following workflow run.

currently once renovate pr is approved, it will auto merged without actually click the "merge" button, but maybe it's safer and less confused to still ask people to click "merge" to merge
