BCTS FOMs rule adjustment for Validity Period

Describe the Bug Julius report this required change: "The highlighted portion of the snip below indicates that the validity period for this FOM ends 3 years after the Commenting Open date (as it should for non-BCTS licensees). " However for Timber Sales: "for BCTS FOMs the date stated as the validity period is 3 years from commenting close date, rather than from commenting open".

Hello,

The issue pointed out below is actually quite important legally. The validity period for BCTS does not start until the commenting close date, unlike for all other FSP holders, for whom validity starts at commenting open. Therefore, the dates currently shown on FOMs are somewhat incorrect. We need to make it so, that for BCTS FOMs the date stated as the validity period is 3 years from commenting close date, rather than from commenting open. I hope that since we already have the TSM name field that is different for BCTS versus other FOMs, there might be a way to easily identify a FOM as a BCTS FOM and apply the different validity period rule. Like always, I’ll of course will leave the solution up to your team, but we should fix this rather sooner than later.

Actual Behaviour BCTS FOM: "The validity period for this FOM ends April 4, 2027"

• For testing, need to create a BCTS FOM from FOM Admin side with Online Public Notice with it, and wait for it to be Commenting Open.
