feat(FSADT1-1365): backend fuzzy match for locations

Description

When a location is added to the staff screen, a fuzzy match should be triggered to check if the location already exists in the system. The fuzzy match for location should group all the information related to the address, which will be then checked against the existing entries. In case of a match, the fuzzy match should return the data pointing out to what entry it matches, so it can be shown for each location entry. Another check will be for the email address and one per phone number.
