feat(FSADT1-1388): Create client for staff Step 1 - BC Registered Business

Description

Create the wizard's first step specific to the "BC Registered Business" type, which includes fields and validations unique to this type. The list of fields and their order and presentation should reflect the Figma screen. Once the fields are filled, it should call the backend validation endpoint to validate the information, and in case of a full match, it should prevent moving to step 2.
