Describe the task Design how switching FAM UI to use Azure AD will work

Acceptance Criteria

[ ] decision whether we are continuing to support siteminder provider (for IDIR)
[ ] decision if we continue to login through keycloak for IDIR
[ ] list of things/tasks for what we need to change

Additional context

more reliable to not have keycloak in the middle, but not as vulnerable as openshift silver
look at:
[ ] technical design on database changes
[ ] attribute mapping

we will work on this ticket after delegation functionality goes to production in fall 2024
