WebADE backend migrated to new app #172

Backend work to get the webADE functionality back into the app. Modify seed to add webade flag to TEMP acronym. Unit tests.

Not really any app testing that can be done with this one (could poke the endpoints with the API tester), next PR will have UI moved over.
