Prepare for OCP4 Migration

Description

This PR implements OCP4 specific changes in preparation for migration.

• Change master branch path from /getok to /app
• Change post-success comment to point at deployed PR location
• Add default vetur configuration
• Add optional Keycloak Public Key support to configuration
• Add project lifecycle badge (#229)
