Minio: deployment config to deployment

Describe the task Deployment configs are deprecated. Let's update the Minio OpenShift deployment config template to a deployment template.

Purpose Deployment configs are deprecated so we should be using deployments moving forward.

Acceptance Criteria

• [x] Minio deploys to dev successfully
• [x] Move Minio deployment job before database

Additional context
