PR-close workflow updated to clean up PRs

Describe the task The PR-Close GitHub workflow needs to be updated. Currently we are not cleaning up PRs on merge of PR to main.

Purpose The PR related services should be cleaned up in OpenShift. The services continue to use up resources in the OpenShift namespace.

Acceptance Criteria

• [x] Services (secrets, database, backend, frontend, etc.) are deleted from OpenShift namespace when we close a PR.
