HPA minimum replicas set to two

Describe the task The HPA originally had a minimum of 2 replicas set. We set to 1 while debugging resources. We want to set back to 2 now that we have lowered resources.

Purpose Deploy 2 backend pods.

Acceptance Criteria

• [ ] Backend deploy to dev should deploy two pods
