Dev deployment console errors

Describe the task Look into current console errors in dev deployed application.

Purpose We want to resolve these issues before we bring over the Vue 2 to Vue 3 migration PR which will also include related console errors that need to be resolved moving forward.

Acceptance Criteria

• [x] Application deploys without any Caddy related console errors.
• [x] If any of the errors require more investigation, then a separate ticket is created.

The bulk of these errors were related to the move to using Caddy. The default Caddyfile configuration was more restrictive than the previous GWELLS configuration.

I'm creating a separate ticket to look into the Mapbox related errors.
