Create a sub-org in github for the river forecast centre

Created new org: https://github.com/orgs/bcgov/teams/river-forecast-centre/members

Tasha and Julia's accounts were not added to BCGOV, submitted requests to have them added. Once they are added then add them to the org

Dave, Charles: still waiting for them to setup github accounts

turns out @jongoetz has already created a group... deleted the one that I created... will use: https://github.com/orgs/bcgov/teams/rfc

Leaving open so we can add the rest of the team once they create accounts
