When a new area is added to an alert, it will also update the associated cap event.
In working on this issue ended up delivering the following as well:
ability to identify the ALERT/UPDATE/CANCEL, CAP event statuses based on how a related cap event has changed
tests to verify the database cap crud functions
Most of what has been added has been added to help make it possible to deliver this feature, while at the same time creating helper functions to facilitate delivering other features.
Closing this ticket now, as the database functionality is now available and working correctly.
Will create new tickets to describe any deficiencies with this ticket, for example the frontend is not updating correctly when new areas are added to an alert.
