When an alert is edited the cap history is not being recorded.

Acceptance Criteria

[x] cap history is captured when an alert is edited. (cap update take place only if the area or alert levels are modified)
[x] test to verify that cap history method accurately records history
[ ] test that modifications to an alert through the api result in changes to the cap history table.

currently there is an updated history record for every change in the database. Should be only one history record per changed alert level... See crud_cap.py loop starting at line 415... that is where the extra cap history records are comming from
