Create Alert Lineage End point

To aid with debugging and data verification create and end point that reports on the full history of an alert.

Should include:

• [ ] all information about the current state of the alert
• [ ] a list showing the full history of the alert, including the related alert areas and alert levels
• [ ] a list of the current state of the related caps
• [ ] a list of the history of the caps over time
