feat: 113 alert cancel caps

Description

Modified update of alert so that when an existing alert is set to 'cancel' all the associated cap events are also cancelled.

How Has This Been Tested?

Created two new test that test this functionality at the database level as well as at the api level

• [x] tests that update_cap_event will cancel any all the cap events if the associated alert is cancelled
• [ ] test that verifies that updating the status of an existing alert through the api results in all the associated cap events being cancelled.
