Currently the actions are all working for dev / ephemeral deployments. This ticket will support a auto deploy to a test environment

Ended up updating a bunch of the deployment code to try to make this more maintainable. Mostly copied then minor config added from:

https://github.com/bcgov/quickstart-openshift/ https://github.com/bcgov/quickstart-openshift-helpers/

Biggest change is a wholesale change to the helm chart.

Now successfully deploying to test
