Modify the material css, add a bcgov header etc so that app complies with BCGOV look and feel guidelines.

created a custom theme using online tool, ended up having to manual edit output scss to define typography for bcsans font
Added a second header component for the BC logo
Modified headers so they are sticky and not effected by scroll.
added bc sans font to dependencies
