Trigger Cap Events when new Alert Created #84

When a new alert is created it should trigger the creation of a new cap events

Acceptance Criteria

[x] when a new alert is created an associated CAP event records are created
[x] follow the rules identified in docs/backend-planning/data_flow.md
[x] CAP events can only be associated with a single alert level
[x] Confirm that the data model only allows for a single alert level
[x] CAP events can be associated with multiple Basins.
[x] Create a CAP_crud.py file that contains all the various methods required to generate a cap event.
