Add a map widget to the individual alert view, that shows the basins and the alert levels that are currently selected for the alert.

Acceptance Criteria

[ ] Map with basins / alert levels show on application when view individual alerts
[ ] Map includes legend showing the alert levels
[ ] Polygons for the basins are highlighted based on their alert levels
[ ] linework for all the basins is shown on the map
[ ] Add labels for basins at appropriate zoom levels.
