Add "Additional Information" text field section to the alert

Add a new frontend widget to the 'create', 'view' and 'edit' alert pages called 'Additional Information'. The widget will work the same way as the hydrological and meteorological conditions widgets. Data for this field will get saved in the database in the alert table.

• [x] create database migration with new column added to model and to database
• [x] create database migration with new column in alert history and add to migration
• [x] Modify the create api end point to accommodate additional information, modify testing to add this field
• [ ] Ensure history tables are capturing the new field
• [x] Modify the edit api end point to accommodate the "additional information" field, modify testing to have this field
• [ ] Add new "additional information component" to the frontend view on the 'view' page
• [ ] Add new "additional information component" to the frontend view on the 'create' page
• [ ] Add new "additional information component to the frontend view on the 'edit' page.
