TSC search by seedlot num and/or status endpoint

Implement the a search endpoint that:

• path: /api/tsc-admin/seedlots/search?
• Returns a list of Seedlot Entity (not SeedlotDto, the dto contains more data)
• Consists of two query params, ?seedlotNumber={seedlotNumber} and ?status={seedlotStatus}, none of them are required but at least one of them needs to be provided
