Document data integration process #268

Produce documentation summarizing the data integration process for the BC Address Geocoder and BC Route Planner.

The documentation can summarize the details of data processing logic and flow as seen in data flow diagrams 1, 2, 3 of the address data pipeline document: https://github.com/bcgov/ols-geocoder/blob/gh-pages/address-data-pipeline.md

This will provide a current and detailed description of the processing to complement ongoing work in the automation of the data integration process (https://github.com/bcgov/ols-geocoder/issues/3).
