Add truck params to route planner api specification when commercial vehicle routing officially released #187

new truck-specific params: followTruckRoute = boolean true/false truckRouteMultiplier = numeric value height = numeric value; OAH (overall height) width = numeric value; OAW (overall width) length = numeric value; OAL (overall length) weight = numeric value; GVW (gross vehicle weight)
