Switch to new ConfigurationStore-based configuration approach #188

The new ConfigurationStore approach to configuration developed for geocoder should be used for router as well. The admin app will need to be updated, support for env. based bootstrap config, and remove deployment-environment specific build options for things logging config.

This is done and deployed in deliv and test.
