In Routable BC Maker, add support for new ITN road restriction data model #284

Routable BC Maker must be updated to get road restrictions from an ITN data source. It currently gets its road restrictions from a custom file defined and managed by DataBC. Routable BC schema will be changed as a result. [LS006]
