feat: Add policy configuration db table #1432

Description

Adding a table to store policy configuration.

Also added history / audit tables for new tables created in database v27 and v28.

Fixes # ORV2-2218, ORV2-2454, ORV2-2455

[X] Verified in docker SQL containers no errors as a result of failed tests
[X] Verified in SSMS the objects are created as expected
