Promote aries-vcr updates to OrgBook `prod` environment.

A number of bcgov/aries-vcr updates are ready to be promoted to the OrgBook prod environment.

• [x] Review pending changes. Compare versions in test and prod. There should only be changes pending for aries-vcr (the api), but review everything
  • [x] Frontend - No changes
  • [x] API - test: 7d88b59ab9d79a439a7869f2191a2f6af43d0b84, prod: cbf9ab51ab9efc821dc48e5f2c157cf86854e191
• [x] Promote changes to the OrgBook prod environment
• [x] Perform smoke test.
• [x] Publish a new release of aries-vcr
