Add JAVA_OPTS to search-engine configurations #136

This PR resolves an issue seen in prod where performance was being affected by OOM issues. This caused the health checks to timeout and fail, in-turn causing the pod to be restarted.

The configurations and settings have already been deployed and tested in all environments.
