Implement autovacuum overlay configuration #82

The defaults are sucked into the image via s2i build which, I believe, also sets specific permissions on the files. I'm not sure how the image would behave without they as seeds. Something we could test when time permits.

Sounds good! I didn't think about the file permissions, so that is a good point and it will require time to test. Good to go as-is for now then!
