UX: Designs for change log as it appears on the individual park page

Currently we have a placeholder under "recent changes" on the View Park Record page. This ticket is to cover the design of what is currently in that placeholder.

Suggestions/context:

• Business only wants to see the major, legal changes, which include adding a new legal name/moving a name from current to historical, repealing a park
• Design should determine what the important info is to display here (business did not have any requirements)
• We should limit the number of changes displayed - either by total number, recency (e.g., up to 5 years old), or some other mechanism
• Once the change log section is complete, we could link to the full change log to allow users to see older changes
• Since it is tied to legal changes, the typical park will only have a couple of entries at most - unlikely that this log will get very long
