[S] Update branding guidelines on github.io page

This ticket is to make updating the brand guidelines here: https://bcgov.github.io/bcparks/design-guides easier.

There is a new version of this document and a new one needs to be uploaded. To make this easier, we need to genericize the file name so that someone can easily upload a file with the same name to github and it will automatically upload instead of needed a developer to code a change.

Acceptance Criteria

• file in github io page is called BC Parks Brand Guidelines
• new file can be uploaded to github under that name and automatically shows up on github page link under: https://bcgov.github.io/bcparks/assets/objects/BC_Parks_Brand_Guidelines.pdf
• New brand guideline document can be added under this file name and shown on github.io, this will now be a self-serve option
