Add and Save Park Name (UI)

As an admin user, I need to be able to add legal name data to a pending ID, So that the pending ID becomes a current ID... And the name data is added to the public API

Acceptance Criteria

Matches UI designs, linked below: 2.2 Add legal name

• User can access the Add legal name page by clicking the + icon in the Pending IDs table --See 2.0 ID generator
• User must enter an effective date
• User must enter a new legal name, including those with Indigenous characters
• User can enter other associated data (display name, phonetic name, audio link, search terms, notes)
• User can preview the saved data before saving
• User can save data
• User can see a confirmation that the data was saved / a notification that an error occured
• System changes status of ID from Pending to Current
• New legal name record is added to the database
• New legal name record is available in the public API and the CSV data export
• New legal name record is available to be searched, viewed, and edited in the Data Register Admin system
