Import legal/official sites into Data Register #320

Create a script or process to import the legal/official sites from csv with all associated metadata into the data register.

Acceptance Criteria

sites from csv are imported into Data register (dev, test, prod)
indigenous characters are correctly imported
aligns with data model determined in #125

Notes

data model is created in #125 that will dictate how to import this data (blocked by #125)
csv https://apps.nrs.gov.bc.ca/int/confluence/display/BCPRS/Park+Names under sites tab
