Update login text on Data Register #337

Describe the bug Go to log in page for Data Register, it is asking user to log in to the Day Use system instead of register. Text update to this page is required.

Expected behavior Should read: BC Parks Data Register Select the ID you want to use to log into the BC Parks Data Register.

Tested on TEST: passed

Verified that this issue has been fixed.
Pending deployment to PROD.
