[S] Update brand guideline doc in github.io

Update the brand guidelines on the bcparks github io page. Since the filesize of the PDF is larger than the max github will allow without using the command line code, it is easier for a dev to do this task than someone from the web team.

• couldn't figure out how to add https://github.com/bcgov/bcparks repo to project but this is where this change will take place
