[L] Replace dependabot with renovate

Replace dependabot with renovate (check out NRIDs implementation of this) in all repo's.

Acceptance Criteria

• [ ] Install Renovate in all repositories (AR, DUP, DR)
• [ ] Remove Dependabot once Renovate has been installed and working
