[S] Update A&R & DUP to not use wildcard certs

Description:

Don't use wildcard certs, they are not needed and require manual intervention

Acceptance Criteria:

Development Checklist:

• [ ] Go to each cloudfront distribution that has an SSL cert attached to it and ensure it's not using the wildcard version
• [ ] If wildcard, create a new ssl cert specific the the FQDN, choose DNS validation, log into parksweb aws account and create the CNAME appropriately
• [ ] Go to Cloudfront after the certificate is validated and switch it to use the new cert, deleting the old one afterwards.
