Automatic email to users when their pass is cancelled in DUP admin #315

Description

As a BC Parks admin (sysadmin) user, I want a cancellation email to be sent to a pass holder when I cancel their pass in the backend so that this process is faster and I do not need to manually send a bunch of emails.

This ticket is to automate the cancellation process. Currently, once a pass is cancelled by an admin user (in the instance of a park or facility closure) the list of pass holders is exported and an email sent to all of them indicating the reason for closure and that their pass is cancelled. This ticket is to automate this process.

Would likely need a cancel email template with the reason for closure from admin included.
